Help!-Cleaning a fish bowl used for soaps

Do you think I can safely rinse a glass fish bowl that was used to hold fancy bath soaps enough to make it safe for a betta? I intend to rinse it with hot water, oh, a dozen or so times, use a cloth to help scrub. And then what? Use a vinegar bath?
How can I know if I have made it safe?

The reason I need it is my lfs is getting mustard fan tails in two days, and my 10 gallon divided isn't finished cycling, my 5 gallon qt already has a crown tail in it, and I have no other tanks left to put a fish in, and I must have one of these!!!

Although holding only about 4-6 cups of water, it will be temporary housing for a week or two until the tank finishes cycling, and I am sure the new boy is free of disease.
It should be ok right? I plan on daily, or every second day, doing an 80% water change? I think the 100% is too stressful, but I would hate not to change it when the bowl is small.
