Help Betta Fish

Yesterday my sons betta fish was perfectly fine swimming around like normal and was eating. This morning I noticed his fins seems closed together . He swims to the top for air and goes right back down and layer on the rocks and some points it looks as if he might even be somewhat floating on his side. He is not eating and normally comes to his food immediately. I use tap water with complete water conditioner for his water and tend to do a full clean on the tank about every 4 days .
Below i have also attached a picture of what he normally looks like

Can anyone help or recommend what I can buy or do?

I don't see the filter in his tank. Do you have it? What size tank is it? What are the water parameters, ammonia, nitrite and nitrate? Do you have a heater for him?
 
No this tank has no filter . But I do full tank cleans every 3/4days. I just left petco and was told to buy the medicine for fin rot and give daily dose for 7 days. and to add a pinch of aquarium salt .
Yes he does have a heater . The tank is a 0.7gal tank. As for the water I really am not sure what you mean . I use tap water then pour the betta fish water conditioner as directed and have been told that that was good.

The tank is too small, you want to be looking for a 5 gallon tank for him, ideally nothing smaller than a 2.5 or 3 gallon as waste will build up quickly in such a small tank which will cause ammonia poisoning. How long was the tank set up for before you added him to it? I can't comment on the water conditioner. If you can get your hands on a test kit such as the API master test kit this will tell you your water parameters, ideally ammonia and nitrite levels should be 0 and nitrate under 20. Your betta will be much happier in a bigger tank as a small tank also caused stress and that will make him more prone to infections etc.
 
I do have this kind of tank when i was a beginning my adventure on aquascape.
I see the main problems is that you change & wipeout all of your water. This is not Good for any tank.
You should only change's half of the water and because you dont have filter, you have to vacuum up everytime you change the water.

indonesian are keeping their betta fish in a half cut Bottle, and idk how the F that moron people can keep their betta alive for 1 year -_-
 
I agree with @Sylvan , this tank is way too smal and I'd suggest you in getting a 5 gallon tank but nothing smaller than 2.5gallon. Having a filter is crucial in fishkeeping as the filter will grow beneficial bacteria that will consume ammonia and nitrite to make this into nitrate which also is toxic to fish but in higher doses, should be kept below 20ppm.
By checking your water parameters, which is also crucial in fishkeeping, to check for ammonia,nitrite or high nitrates. API Master Tester Kit is a bit pricey but really worth it.

Please get a bigger tank for your son's betta.
Stores are irresponsible for marketing those tanks.
There are some great 5g tank kits with a filter, and lighting that is set into the hood.
 
I agree with what everyone else has said here. Please get your betta a bigger tank, at least 2.5 gallons, but 5 gallons is better. You will enjoy your fish so much more because he will be a lot more active and colorful in the proper conditions.
Just because a tank says it is great for bettas, doesn't mean it is. That goes for other fish as well.
You also can't trust the people at Petco or Petsmart to help with any of this. They really don't know anything there.

Thank you all so much for the information ! We are getting a much bigger tank (5gal w/ filter) and will be getting the water testing kit

Any other advice for the new set up helps! Thank you all!
 
Don't forget the heater as well. That is really important for any tropical fish.
