my oscar use to be really active but now his eyes are really big and he is just lying down in the bottom of the tank. We need more info, please fill this out;

Tank size:
pH:
ammonia:
nitrite:
nitrate:
kH:
gH:
tank temp:

Fish Symptoms (include full description including lesion, color, location, fish behavior):

Volume and Frequency of water changes:

Chemical Additives or Media in your tank:

Tank inhabitants:

Recent additions to your tank (living or decoration):

Exposure to chemicals:

Digital photo (include if possible):

Also, include filters you have running, and how/how often you do maintenance on them.

Off the top of my head, it's a bacterial issue. The medications available will depend on what country you reside in.

I would say this is the issue, You have some bad water quality issues here, ammonia, and nitrites should read zero. I would suggest doing large daily water changes to help bring these numbers down. At least 50% daily, then when the issues are straightened out do at least 30% weekly.

Hopefully this will help the oscar, but sounds like he may be to far gone.

How new is this tank?

As said, there should be 0 ammonia and nitrite. These are very detrimental to fish health even in low amounts. The tank is not fully cycled or you have added stocking too quickly.

Also, this stocking is too much for a 70gal and not the most compatible:
oscar, green terror, paroon shark, pleco, id shark

You have a recipe for disaster there.

10% weekly water changes is not enough.... and certainly not even close to enough for that stocking.

Getting the water conditions under control right now is essential. The behavior you are describing is directly related to poor water conditions. 50% daily water changes would be a good start. If your oscar's eye has started "popping" it may be too late. You can start treating with an internal bacteria med (Maracyn 1 & 2 in the US is a good broad spectrum treatment).

Unfortunately, the tank is not being maintained, is overstocked, and the water stats are poor. The oscar is showing poor signs of health right now, and your other fish might be headed towards the same path. Water changes water changes water changes.... I hope for the best m8

do a large water change,( match the temp as close as you can to reduce the shock.. start the treatment today and you may have a chance of saving him
wish you the very best with him, let us know how you get on,and dont be afraid to ask questions :)

yes definatly bad water issues. big water change immediatly, dont even bother replying just go and change 50% of the water (as close a temp as you can get and add dechlorinator etc) also a good gravel vac perhaps to remove some waste?

Now make this a weekly occurrence......

great news!! :)
what filter do u have on what size tank?? they are really messy and its so important to have a filter that does a good rate of turnover every hour.
keep up the water changes and testing ( you will need to test again today) and make it a priority every week to the maintenence, WC/ gravel vac,
but i wish you all the best.. your going in the right direction :)

shelagh xxxx
