Help! A Green Algae Or Something Is Coating My Plants!

So some sort of algae is coating my plants. I am only running 1WPG, and only have hornwort in the tank. I just noticed that this green algae stuff is taking over the leaves and coating it like a cocoon! How do I get rid of such a thing? Just pick it off by hand? I haven't tried that yet but might be tedious. It's like jacket.
 
Thanks. I don't think I'll be increasing circulation any more than it is already since my plants are all angled at about 30 deg from the vertical and the filter outflow isn't even pointed at them. It's pointed at the front of the tank from the side. Odd thing is.. .it's only on the plants and not on the substrate yet. I am suspecting they came with the plants from the LFS because I went back and when I glanced into the tanks which I had gotten the plants, some were completely, and I mean completely, covered in the stuff I have in my tank to the point where you could only see the tips of the leaves. :blink:
