Do you mean the whole filaments goes red, if so then I would have thought so. Lots on eBay, maybe check for an auction finishing soon that is near enough to collect today? Tank temperature will change slowly if you remove heater now, you could probably ramp up your house heating to keep tank in low 20s while you get a new tank heater.

It's normal for the element to glow when it's on. That means it's working. Never seen one that didn't glow.
