There is bubbles INSIDE the glass part of my heater and the light indicating that it is heating is constantly on, and water temperature does not change. I think the heater may be broken, or am i imagining things? Should there be bubbles inside the heater?

Well im pretty sure that bubbles in the heater is not a good thing. If the water is at a decent temp then just try and buy a new heater as soon as possible so nothing bad happens!

Do you mean bubbles or just condensation; if it's the latter, it's nothing to worry about. Try unplugging the heater for ten minutes (don't worry, nothing bad will happen); it may give the water a chance to drop beneath the temperature you've set it to. It may just be, of course, that it's on when you look at it, but is off at other times. What make have you got?.

Nope was definitely bubbles and the water was extremely cold. Luckily my fish are very forgiving when it comes to temperatures. The light was constantly on and it never went off. I have since bought a new heater and temperature is back up to a nice 24 degrees. :good:
