Never heard of a lamp-eyed tetra. The tetra-looking lamp-eyes commonly found in lfs are killifish.

The OP's description doesn't sound like Moenkhausia, though, but much more like lamp-eyed panchax. The red-eye tetra is chunkier and has a red line over its eye.

Sounds like Norman's lampeye which is part of the killifish family.

i have lamp eyes myself. they are much larger than neon tetras fully grown. my biggest is about one and three quarter inches including tail. they are generally nice fish but can be a little fin nippy. i have only ever had one like this so i took him in to work and sold him but otherwise the rest have been peaceful. some places though dont stock them as they think they are all fin nippers
