Have a very sick betta

The "tall" one is actually this: https://www.amazon.com/dp/B00O8SZTKQ/?tag=ff0d01-20

I'm including pictures of mine. I loved the light I got for the new tank so much that I actually got a second to use in the bedroom. It has a timer, for one, but you can adjust level of brightness and has 3 light settings.

The NEW one is just your typical 5.5 gallon. Again including a photo.
So the one you are cycling is the bottom picture?

I meant "yeah", the third....
Ok, I will like to say that it looks like you have blue lights on. Blue lights can actually stress freshwater fish and make algae grow more.

Other than that it looks ok!

It did because I turned them on for effect. I only turn the blue light on at night, and it's 3 individual lights, no more. I like being able to see the fish when I wake up at night. Often I'm in pain so watching the fish if he's actually awake can be soothing and get me back to sleep. Usually, he's sleeping too, but occasionally I'll see him swimming, and even just looking at him sleep is calming. Oh and even just those three bulbs are always turned down in strength as far as they go. I always keep the light low a) because I know bright light stresses bettas and b) I've got eye and migraine issues so I don't like bright lights.

Just like us, at night it's best for the lights to be out. They can get stressed when they get too much light
