From what I understand, keeping algae in check is all about balance. You need to balance light, CO2 content, and nutrient levels.
Sounds like high phosphates might be the problem to me, too. If no test is available, you could call your local water treatment plant (assuming you use municipal water) and they could give you an idea of at least what the phosphates are leaving the treatment plant.
You could also go blind, and try a product like AP's Phos-Zorb, to absorb phosphates.
However, do you happen to know the KH of your water?
