Harlequin Rasbora- Mating?

I'd be grateful if anyone who keeps Harlequin rasboras could reply to me if they know about this...

I've noticed them performing little 'dances' usually in twos and they sort of swim very close together whilst vibrating there tails... is this a sign of mating activity?
 
if they do it in the open it is probably two males showing off. If they do it around plants, especially broad leaf plants then they are probably breeding. Harlequins lay their eggs on the underside of plants. A pair will swim side by side under the plants and lay a few eggs there. Then swim off and come back a few minutes later to do it again. If there are no broad leaf plants in the tank they may use anything with a flat surface.
