Hard Time Regulating Co2 Flow

Hello Everyone,

I am running a pressurized CO2 system into my tank and I'm having a hard time regulating the amount of CO2 that is going into the tank. I'm using a 5 lb CO2 tank with a regulator that is used for welding (I originally had one used for soft drinks and I had even less control over the flow). I can get the bubble counter down to about 1 per second, but when I come back later it wont have any flow at all or the flow will be extremely high. Does anyone have any ideas on how to fix this problem? Thanks in advance!
 
Have you got a needle valve on the wielding regulator ? If not thats your problem
