pleco's as you may or may not know are pretty much nocturnal. its rare to find a pleco thats very active during the day. you could try using a duller light but most are skittish of movment outside the tank....
I, however have been lucky, i bought a 4.5 inch golden nugget pleco last week and she hangs out ALL DAY under my filter so i see her all the time
it really is down to the pleco's personality and pot luck im afraid. i have 2 clown pleco's i rarely see anymore since i moved them to the 4ft tank
