i have read somewhere that the halfmoon betta is not a pure breed but a modified breed. is this true?

Almost everything is not pure except for the real plakats and wild types

no they aren't genetically modified, thay have been inbreed/cross breed over the year to get this tail type, just like crown tail.

They were bred slowly for their tail type untill they became the halfmoon tail type today. No there was no lab involved genome splicing or anything silly like that. Just genetic mutation that was chosen for it's looks, and they tried to breed it into the bettas following that. Hope that helps.
