Guppy Swimming Vertically

I know there is ammonia in every tank O_O. I wrote what I did in the most simple way possible and I cannot simplify it anymore to explain it to you, sorry. Maybe I should have said ammonia READING. There.
 
The tank has had no problems, the tank has been entirely healthy up until this point. I have done everything I am supposed to do in terms of cycling and water changes. I only raise the point that I have recently had a blackout and used chemical solutions to cycle rather than other more traditional methods. The fish is not dying, nor are any if the other fish. He simply seems to swim vertically at the moment and so was wondering possible causes because I personally find it distressing and would like to help him. I have tried feeding him peas but he seems unable to or disinterested in eating them, however seems interested in the flake food I am feeding the others. There was a slight ammonia spike after a blackout which I have since rectified but I have a tank that has had normal readings since i established it.I realise I am new to this, but I would not have put fish in a tank that was not returning readings that showed the tank was fully cycled and have put every effort into trying to create a healthy home.
 
The tank has been running for a few months now so I wouldn't say it's established but it is certainly not brand new. Most of my readings since I've put fish in have returned results similar to the second group of results I posted, the only exception was the results I posted earlier from immediately after the blackout. I was concerned at the time but was told at my LFS that readings if 0.25 weren't ideal but weren't going to kill any of the fish and I've done two big water changes since then to try to fix the problem. Everyone seems fine other than this little guy who I can't get to eat peas :(
