GSP filter

Well, 300 bucks later I think I've got everything to set up my brackish water tank. One thing I'm not sure about, I got sold a filter called the RIO 110 a hang on back filter, I can't find any information on it on the internet and it doesn't say on the box how many gallons it can handle. My tank is 20 gallons, for two GSP babies is 110 GALLONS/400 LITERS PER HOUR sufficient?

I had chosen the fluvul 2 Internal filter but the LFS guy said "it wasn't the best filter not by a long shot"....should I have stuck with that?
 
PPL will tell you that 20 gallons will not be big enough for two GSP. Hopefully, you don't get some loser trying to yell at you too much. Anyhow, I have two GSP. I had them for a very short period in a 10 gallon, but just moved them to a 46 gallon. I think ppl will say that GSP would ideall like around 30 gallons for one. Mine actually like each other and always swim near each other, even in my 46. They look so small in my 46 compared to their temporary confinment to my 10 gallon.
I can say puffers are pretty messy, so better to get a filter that is rated over what your tank is in gallons.
 
For messy fish you need a filter turn over rate of at least 4 times the tank volume per hour, a 20 us gallon tank is around 80 litres so your filtration should be a minimum of 320 litres a hour so your filter will easily cope with the bioload.
