Green Water, Multiple Other Problems

So against my set orders, while I was away my father took it upon himself to add more fish to my 26 gallon tank that was already about 2" above max capacity. His reason? Never had a problem before in any of my tanks.

Anyway, the water is green. Like thick green. The fish are listing about lazily when I can see them, possibly dying, I have no idea. I am about tapped out of ideas for things to do.

The plants inside are live. Far as I can tell there are 3 loaches, 3 cory cats, 4 or 5 neon tetras, 2 maybe 3 mollies. There was more but...

I have already been pulling dead fish out of this tank, and water changes seem to be doing nothing.

Cleaned out and put new elements in the filter.

Will have water parameters tomorrow after I take a sample to the LFS.

Any ideas or answers greatly appreciated, I have never seen this before.
 
Might be a good idea to mention: I noticed one of the catfish cant seem to stay on the bottom, just kind of floats upwards. The neons are going upsidedown, I swear one is dead, only to have to wiggle like a madman and straighten back up. The last fish that died was one of the mollies, got all bloated looking, thought it was preggers, then sudennly one day found it half eaten stuck to the filter. This tank is a disaster, the only way I can imagine salvaging it is getting rid of all the fish, and replacing everything. I would really like to not do that because the mollies and the cory cats were chosen by my fiancee and I'd really like to see her fish not die.
 
What are your water stats in ammonia, nitrite, nitrate, and ph.
How often do you preform a gravel vac and water change.
Is the tank near direct sunlight.
Do you over feed.


Immediate water change and gravel vac.
Clean all ornaments.
Increase aeration.
Black the tank out.
Turn lighting off.
 
Make sure the light bulb you are using is not promoting algae growth. You may need to use a higher index. I use 18,000 K lighting because I have live plants.
Neutralizing all ammonia in the tank will also starve algae as algae feeds on it.
 
Tell your dad to back off, lol.

Seems like the most prevalent change.

Update: I did read what everyone posted, thanks a lot. I used the vac+blackout, it worked wonders. The problem with overstock kind of took care of itself, although I hate to see fish die like that, there wasn't anything I could do about it =(.

The tank has been crystal clear since and the fish are doing fantastic. Thanks for the help guys, it is much appreciated.
