Got Some Questions For The Pros

RO/DI water is not needed, but it is very useful, tap water can contain nasties that can kill some inhabitants, and it can contain unwanted nitrates and phosphates that can cause big algae blooms that you dont want.
 
Alright so what kind of filter would I need for something like that?]

Since I won't have a sump I'm thinking of converting at least one of my HOB (hang-on back, if I'm not mistaken) into a place where macroalgae can grow. I have two of the TopFin 60's I could convert one of those or both into a sump/fuge like state correct? I would just take out all the media correct?

The only few other things I would need is a larger and better filter, one that actually does something, because my substrate now is littered with waste and such.

Can anyone suggest what type of filter I would need? What are some reasonable lights that I can find or order off of US sites, I am going to a LFS store on Saturday about 30 minutes away, they have a really good stock of stuff but I have really yet to look at their hardware side of the hobby, so I might buy stuff there or just buy stuff online.

I can also get a 100 gpd RO/DI system off of melevsreef.com for about 180 or so.
