good setup????

Is this a good enough light setup to grow ricca and glosso
1) CF 65w 6700k daylight and 2) 15w screw in flourecents
all equals 95w
would it work its a 29g

P.S. on my canopy theres white crusty stuffy growing where the light is...... is that bad how do i get it off....sum1 told me it will effect the amount of light going threw
 
the crusty stuff is precipitate, nothing to worry about.

as for the setup, yes ime it will grow glosso... just make sure that 15w is a plant bulb (4500K-9325K). anything else --ie the stock bulb-- will just grow algea.
 
it should carpet if it's directly under the lights. some of my glosso that's in the shade of my cryptos is growing upwards but all that's in full light is growing horizontally. i was quite suprised that I could actually grow it.

btw I have a 9325K 55w and a 15w 6700K over a 20g tank.
