Gold Tetra Can They Tolerate 8-9 Ph Levels

Probably not! A pH of 9 is 100 times more alkaline than ph 7, and then most tetras prefer slightly acid water. What else are you keeping that needs the high pH?
 
I wouldn't do it. A neutral pH would be best and I can see them doing OK at 8, but as MHunt points out, 9 is extremely high compared to what they prefer. They might survive but they are unlikely to thrive.
