The two tubes on my glo t5 39w fitting just went out. I bought two replacement tubes but it still doesn't work. I checked the fuse and the plug, but they seem ok. I opened the case but the electronic ballast does not seem to be user seviceable. Is there any chance to fix it, or is it a bin job?, thanks for any replies.

I believe that you have correctly evaluated your situation. A failed ballast can not be easily fixed except by replacing the ballast. Your symptoms do indeed point to a failed ballast. I would support your decision to go in that direction rather than waste more time exploring fluorescent tubes.
