The tank should be 0 for ammonia,nitrites and register some nitrate if the tank is fully cycled. Having ammonia show is probably due to overcrowding or feeding too much or not enough in the way of water changing.
I dont know if you are overcrowded and try cutting back with the feeding. Do two water changes a week of 30% and see if that helps. Only use the dechlorinator for now and see if you notice any change. Add extra aeration if you havent already got some.

I think it is at 0 but the test colours only go as low as 0.3

I went to my LFS with him and they told me he had dropsy. I now have some medcine and hopefully he will get better!

Dropsy is usually incurable, and the symptoms are swelling of the abdomen with pineconing scales. Does he have that?

Thats what i got told, that and something like kidney faliure, he does kind of look like the scales are out and hes a bit bloaty, I was told that a treatment of salt would make it better but if he dies they would replace him for me.

Once scales stick out its usually the last stage of the desease as it's organ failure, so fingers crossed good luck.
