A 10 Gallon filter will be ok in a 7G tank, as long as the only occupant is the dwarf puffer and you make sure to keep up with your waterchanges. Puffers are very messy feeders, and can produce a lot of ammonia because of this
I personally suggest you don't try and keep anything in with a dwarf puffer. I've had no luck what so ever. If you really want it to have a tank mate, try a bristlenose catfish. They seem to be one of the only fish that a lot of people have good luck with keeping in with dwarf puffers. Another good tankmate can be a bumblebee goby, taken you can find freshwater ones. With all fish though, I'd say, don't keep them unless you can re-home them within a minute.
Also, please Always keep a good eye on them, dwarf puffers can live with a plec or anything for months and even years accepting them fine, to them turn on them and kill them within an evening.
