Foam on top of tank.

I have a bunch of foam on the surface of my tank. In a booklet that came with my tank it said foam on water surface is a sign of poor water quality. Whats wrong with my water?
 
I used this block of white stuff that slowly dissolves and its suppose to make water clearer.
 
Does anyone have any ideas of why foam on the top of the water is bad? Any way to fix it?
 
No it was Nutrafin Neutralizer. It says it improves color, purifies water, and stops odors.
 
okay, good, those tank buddies in my experience will make the problems worse. jsut making sure.
have you tested your water at all? if you don't have the cash to shell out for test kits right now, most lfs will do a free test on water you bring in.............
what kind of filter system do you have?
 
I did take my water to the lfs today and they said everything was fine except my nitrates were high. I was gonna get some more Black Skirt Tetras but they recommended i wait a little while and get it tested again before adding more fish.
