flaring just for males?

can female bettas flare or is that something only males can do? can flaring be used for sexing, or just finnage?

Females can flare however there colors are no where near as interesting as a males. However you'll often see them flaring for males/females

Flaring is for both males and females. Females will do it to establish hierarchys among oter females, and to impress males they are willing to breed with.
