The general idea is that Cardinal Tetra prefer older, more 'mature' tanks and filters... but with saying this, the first fish to go in my 120L after a fishless cycle was these, all of them dying only of old age.
With regards to Neon Tetra, as DrSlackBladder said, these are a very popular choice amongst first time fishkeepers and can sometimes lead to relatively poor breeding conditions. There are many, many other fish (Teras or not) possibly available. I added Five Banded Barbs (peaceful yet still striking), half a dozen Albino Corys and a number of Xray Tetra.
