Fishless Cycle

Hi all, I've just started a fishless cycle of my new tank and would just like a little information. I added enough ammonia to give me a reading of 4ppm, which I thought was a good starting point. On the third day I got a reading of 0.25ppm nitrite, as I understood from reading other information, I should now add half the original amount of ammonia. Before adding the reduced quantity of ammonia the reading had dropped from 4ppm to 3ppm, so I added half the original quantity. I took the reading the next day and the nitrite had risen to 0.50ppm and the ammonia was back at 4ppm. Do I still have to keep adding the reduced amount, even though the ammonia ppm is back at 4, surely if I keep adding the reduced quantity of ammonia the level will go too high? Would it be better if I didn't add any ammonia until the level has dropped to say 2/3ppm, or is this what should be happening? S.
