Fish rubbing against everything/fins are down

Hi I just have a couple of questions regarding my community tank filled with all livebearers.

They have been rubbing agaist the plants and gravel...not all of the time...but if oyu watch them for awhile they do rub up against things sometimes....also some of my fish always swim with their fins down and they never seem to stretch out their fins....what could be the possible problems with my tank? They have been doing this for about a week now...I did my 20% change yesterday and that seemed to make them a little more happy but they are still rubbing

Also I had my water checked a week ago and they told me everything was perfect and that my water quality was excellent!.....I was just wondering if there was like a muli cure type medicine for fish that i can treat them will to help them look better and feel better too! Clamped fins are a sign off stress, any white spot on the fish look like the have been sprinkled with salt, any golden spots on the fish, do the gill look red and inflamed, and are they heavy breathing.
 
I have not seen any redness on the gils or gold spots...i thought i saw white spots but it appears to be just bubble from my bubble wall....will they rub agains things if they have ich? is that a side effect from it?
 
A number of parasites can cause them to flick and rub against objects, gill flukes,whitespot ,velvet, add some salt to the tank if you have no scaless fish as parasites can't stand salt.

I have a male Micky Mouse Platy that all of the sudden looks as though it has scales missing by its side fins. It is on both side with one side larger than the other. None of the other fish have it, it is yellow in color like the orange scales are missing.
 
How has he lost his scales do you think, has he trapped himself in something, try a salt bath on him, does the skin look like it's peeling.
 
I don't think he trapped him self on something.
I have in a breeding trap and have been giving him salt baths.
Scale are possibly peeling,but not sure. It hasn't gotten worse.
