Fish Length

Okay, this is a stupid question, but I can't find the answer anywhere. When fish size is given, is it a measure from the tip of the nose to the tip of the tail fin or to the beginning of the tail fin?

My male Betta has a tail as long as his body. It doesn't seem to me that it adds much of a bioload!
