Yes, neons are great in large schools, but they don't do well in hard water, and prefer cool temperatures.
I think it would be best if you picked a species you liked and built the tank around it, Inkweaver.
A tank as tall as yours is plenty high enough, and just over the wire lengthwise for angelfish, if you got just the one.
As long as you don't have very hard, high ph water it would work, but definitely not with neons.
Anything under 1.5 inches I would not consider safe with adult Angelfish. And it's also not recommended to keep slender fish under 2 inches with them.
