If you leave algae to grow out of control a lot of it may decay and cause your ammonia and nitrite levels to rise. You should ideally be removing it ASAP during your tank/filter maintenance schedule.
I've never seen that sort of redness on a fish before. From my limited experience, I'd say the fish is suffering from skin sensitivity in response to toxic levels of ammonia, nitrite or nitrate. If your water parameters are normal then you may be dealing with body rot.
