Fish A White Bumps On Its Head, Does Anyone Know What Is Wrong With It

My Dace fish has developed white bumps on his head for several weeks now. Seems to be getting gradually worse, but behavior still seems normal...Here is a photo, higher res options available at the link below

I can't see the fish properly. It might be white spot. A disease fish sometimes get due to poor water. How often do you do water changes?

Definitely not whitespot.
 
I don't think I've seen anything like it on a fish - it almost looks like it's got coldsores.

I am guessing, I've no experience with HITH etc.

I don't think it's that either, this looks like raised sores, rather than sunken sores with HITH.

I wonder if the fish has burnt his head on the heater in the tank and that the fish does not realise what it's done from Tom

no heater in the tank, i do a 20% change and a 10% top up alternating each week. the other fish i have in tank, a goldfish, has no symptoms.
Here is a closer up picture of it now (taken about 3 weeks afer the last pic). It's a very active fish so quite difficult to get a good shot of it.
