Fin Problem With Cardinal Tetras

I have noticed that on some of my Cardinal Tetras there fins are ripped. Please find a photo attached, it is the best pic I could get.

Could you please tell me if it is a disease.

Don't rule out that it is a disease, but I would guess that it another fish is nipping its fins. How many Cardinal tetras do you have? What are your water stats? Tetras can be nippy if not kept in large groups.

If it is fin nipping just keep an eye on it, that amount shouldn't hurt the fish too badly but if too much fin is taken off it could hurt the Cardinal's swimming ability.

Edit: Just checked your profile.

I have 5 Cardinal Tetras, 2 Angel Fish, 1 Bosmani Rainbow fish, 1 Metallic Rainbow fish and 1 Red (Iran Rainbow fish).

I don't have experience with Angels but would think that they need a larger tank than 23 gallons. If possible you could try increasing your number of Cardinals, though I also have 5 currently with no problem in my 10 gallon.
