You won't be able to get a power filter, but you should be able to get a sponge or undergravel filter.

not relly...........to give air just get a air block from ur lfs and u can clean the tank esily once a week

stay on top of tank mantinance and you should be able to manage without one. Anyway, those small filter don't really cost much if price is holding you back, $10 Aus max

The filter will help cycle the tank, and that's all that you can hope to do in such a small tank, especially with bettas since they don't like fast moving water.

It's really up to you, though. In a tank that small you have to maintain it constantly, so it's really up to you and your wallet.
