i am new to the fish hobby, the person i brought my set-up from said i should have the 'out' filter pipe at the top just braking the surface of the water to give more air. is this correct? as it makes to much of a current around the top, especial for feeding time. :/
 
You can put it under the water level, as long as it stirs the surface water. Keeping the water aerated is very important for your fish's health.
 
Well it can't hurt, but honestly not necessary if you have a filter that produces enough agitation at the surface IME.
