Filter Too Fierce

I've got a 28l tank with a betta and 2 african dwarf frogs. The filter came with the tank so not sure exactly what it is; it's an aqua one, either 101 or 102 and nonadjustable flow but I've positioned the outlet to face the side in the hope of reducing turbulance (is this right?).

I think it's too powerful for the frogs as they have trouble getting to the surface except in one corner where they spend all their time. Is there something I can do to reduce the flow? I think I'm going to get a sponge filter but wondered if there was a quick fix I could try immediately.

Any help appreciated!
 
It is probably to stong for the Betta too, they don't really like current. You could try adding a sponge, or filter floss to the output flow to reduce it, also you can attach a sponge to the intake valve to help reduce the flow. You might what to do that anyway simply because I have seen a fair few posts regarding betta's getting thier fins ripped in the intake valve of filters. If you go to the Betta section you will see a lot of post on how to reduce flow and cover intake valves that should help you out. There is also a post, I believe it is called "Current Killer", I think it is under hardware/DIY section, that gives another example of slowing the current at the output of the filter, it should help you out.
