I have just taken a test results and found the reding were very high. I looked to see what the problem was and the filter had packed up. I think the filter is 'dead' so i got a new one. Should I place some of the tanks gravel and water in a different tank with a undergravel filter and place the fish in there. I could then place the new filter in the main tank and let it become colonised.

Just put the new filter in the tank with the fish. You'll have an immediate cycle anyway as long as you don't take the old filter out just yet. Wait until your new filter takes over and take the old one out in a couple of days. Also do a large water change for your fish' sake.

Yes but it still contains a lot of the beneficial bacteria you need.

ive placed the fish in a bucket with the heater and the old filter and have started the main tank again

Why would you take them out? Put some of the gravel into the cotton insert in your new filter to help it kick start the cycle, putting the fish in the bucket may just stress them unnecessarily. Do 20% water changes daily with well aired water, left to sit overnight. You should be ok.
