Filter not oxygenating enough

Hello, I have a 10 g tank, low to mildly planted with a betta, 4 panda cory and 2 nerite. I have a no name HOB filter and I'm worrying that it's not oxygenating the tank enough. The plants do the work during lights on but at night I'm not sure... I also have diy co2 injection that's working at about 1 bubble every 3 seconds. I attached the video with the filter.

 
Why have you got CO2 on this tank, that will only lower the oxygen content of your tank.
 
I would remove C02 personally and just get a little air stone
 
If you can adjust your filter to a faster flow so that it breaks the surface a little harder that would work too
 
Turn the CO2 off an hour before the lights go out. The plants won't use it at night when they are resting.

Have an air pump on a timer and it can come on when lights go out.

Are you monitoring the pH and KH of the water while using the CO2?
 
Why do you think it is not oxygenating enough? Are your fish behaving normally? Filters do not oxygenate the water they simply filter. Most of the oxygen exchange occurs at the surface. Aeration will help increase the oxygenation.

If you do have an oxygen issue then you might want to consider reducing or stopping the CO2. It also looks like you might have a light protein scum on the surface of the water. You either want to have the filter adjusted to generate some turbulence, or you can simply take a clean paper towel and rest it on the surface then remove and discard the towel. This will soak up some of the scum, if it is an issue.
 
Nothing looks out of the ordinary to me, unless the fish are showing signs of respiratory distress? There's no real need to be using CO2 with the lighting you have, it's not intense enough and if it were DIY CO2 wouldn't cut the mustard anyway, there aren't many non-pressurised systems that can dissolve the CO2 quick enough to take you to around the 30ppm mark.
