what height should filter be at water level blowing out or doesn’t matter thank you

Internal ones it’s up to you. Some people like having them at the water line for more surface agitation, but if you want to put it lower that works too.

Put it in a position and try not to change position that often, when I do it messes up the water with all sorts of gunk

Just a thought not sure if you have checked already, but my I<3Fish filter has a max water line, so there might be one on yours too

I personally like to have the lip of my internal filter, just a little bit above the water line. That way it creates water movement in the water column and it creates a little bit of surface movement.
