Filter Efficiency

I have a 70 UK gal community planted tank with approx 45 inches of various fish.
I have 2 filters running, a Rena Filstar XP3 and a Fluval 204. Ive been doing some calculations and according to the info that comes with the filters, the combined flow rate is 450 galls per hour. I realise that the real rate will be less than that, but even at half efficiency it would still be 225 galls per hour. This equates to the whole tank being filtered over 3 times an hour but probably nearer 6.
So why do I always seem have bits of plant debris and other unidentified rubbish floating around the tank ?

It also depends on the suction of the downtube. Mine filters 150 gpm & I never have anything floating. Even when I have a casuality he gets stuck to the dowtube. I get alot of plant matter stuck to the tube & alot inside the filter on the pads. I always go overboard on filter though.
