I'm not sure if a female with hormonal problems would be able to breed or if her daughters would inherit the same condition... It's possible, but it's also possible that the hormones would also cause her to be aggressive towards to male or even infertile. The only way to know for sure would be to try it, I guess.
 
I'd lean towards infertility if it really is a case of a female being dosed with male hormones. I've heard of it happening, and heard of that as the result.
 
You know, I think it is becoming more common for certain breeders to dose their spawns with male hormone in an effort to get more males (and more money). If that is indeed the case, it would explain why all the other females at the pet shop looked the same way. Still, it's not entirely impossible for such a female to be fertile, even though dosing spawns with male hormone apparently reduces the fertility of both sexes of the resulting fry.
