i would think so. My angel actually sleeps on the bottom behind plants. I dont think it has anything to do with lack of food as alot of fish dont eat everyday but eat oonly when they can find food. I would bet that they are probably catching some zzzz's. I check on mine every night when i get home (3-4am) and they are always like that until when i wake up and they are dartiong around the tank.

If you come home late don't bother feeding the fish. Just leave them without food until the following day. They won't starve. And don't wake them up during the middle of the night if you can help it. It isn't good for them.
In the morning when you wake up turn the room lights on or open the curtains. Leave it for 30minutes and then turn the tank lights on. If you just turn the tank lights on when the room is dark you will stress the fish and cause them to panic. It's a bit like someone shining a torch in your eyes during the middle of the night, not very nice. And fish don't have eyelids so they can't squint to reduce the light.
At night time turn the room lights on before turning the tank lights off. Then leave the room lights on for 15-30minutes before turning them off.
