I know we have about 2500 members who have been on our site in the last 3 months. They don't have to post to be counted.

Yes, we have a type of spam/bot blocker which automatically keeps most flagrant spammers out but a few get through and those we weed out manually by approving first posts.

Several years ago, another forum I'm a member of had just one mod - the site owner. I was on the forum one day when a spam post appeared. I clicked the report button, and it was quickly removed. Then another spam post and another. They were coming in so fast I could hardly keep up with reporting them and the site owner couldn't keep up with the reports so he had to take the forum off line while he dealt with the spammer.
Our system would have rejected the first spam post before it reached the forum and the spammer banned.

I think 'guests' refers mainly to unregistered visitors to our site. Most are not members.
