Over the past month, my eheim 2213 has been rattling like mad, ,today ive taken it apart, cleaned everything, and now the flow output is barely anything!

Ive loosened connections to see if they are too light, cleaned the pump housing, squirted a lot of water through the pump and still nothing! The rattling is also there and Ive gone past my wick with it! Everything is perfectly clean, like when I got it new 1 year ago and now its failing.

Can anyone help me?

I am sure one of the Eheim fans will be along shortly to tell you how to take care of your filter.
Some generic statements for troubleshooting:
In most canisters rattling comes from one of two causes. The first possibility is that filter is set too high compared to the tank water level and thus is not getting enough suction pressure for the impeller to work correctly. The second is an air bubble that is passing through the impeller. If it simply an air problem, you can cure it by tilting the filter this way and that to expel the bubble. If it is inadequate suction pressure, you will need to lower the filter casing compared to the water level. Check the installation literature and make sure the filter is set at least as far below the tank water level as it should be. Another possible suction pressure contributor, often overlooked, is the cleanliness of the inlet hoses.
 
Did you pull out the impeller & hose out the recesses that are inside the impeller compartment? Along with the impeller you should have a shaft that is in one piece, as well as a couple of rubber bushings on the ends of the shaft.

Sometimes these bushings stick in the motor housing or the clip that holds the other end of the impeller. Make sure you have both, sometimes when rinsing they will become dislodged from either the housing or the clip, imitating debris & going down the drain.

Also make sure the impeller itself sits solid against the magnet, with little no play. This often will wear out if the filter has not been maintained, as it's better to have to replace the impeller than the motor.
 
I have a 2213 Classic and had the same problem last summer.

I tried everything to get it sorted.

Bought a new impeller which didn't do anything so I put original and kept the new one for spares.

I made sure there was no air in the cannister by gently rocking the filter back and forth. This allows any air to get pulled through by the impeller and out the other end.

I raised the intake by nearly 2 inches from the floor to stop as much rubbish from the floor being sucked though.

Finally I checked the media cannister and changed the setup slightly to allow better water flow. I have the blue coarse sponge, then 3/4 JAD ceramic media, then 2 filter wool pads (to be swapped with plain filter wool when I clean the cannister next as it's cheaper the eheim pads).

I do filter maintenance every 2 months just to get the sludge out and change some of the filter wool.

One or all of the above sorted the problem and I have had good flow rate and crystal clear water now for 6 months. My Levels are perfect and very stable
