Having a nightmare trying to find this in local shops and it seems quite expensive online, is it quite rare?

I often see it in display tanks in shops, i just cant seem to find any!

plants go in fits and starts, to whatever Tropica/Aquafluer are growing at present. They don't always have plant stock ready. You very rarely see it in lead rings. Did it come potted or ringed from Plantedtanks?
