Dumb Gang Valve Question

Hello All!! Another silly question to ask. I just bought a gang valve because I want to lessen the flow from my sponge filter. It isn't working and I read reviews online and apparently I bought the worst brand possible and everyone is complaining that they don't work. I just want to make sure that I'm not part of the problem. Can you hook up only ONE product to the gang valve or do you have to use both of the gang valves in order for it to work??

I have airline tubing attached to my air pump and then I have the airline tubing going onto the gang valve and the other piece from the gang valve going into the sponge filter tube. does that make sense?? if so, is there anything wrong with this?
