Dried Out Live Rock?

I'm looking at a marine set up which is currently for sale. Its also offered with 30kg of 'live' rock. However, the tank is not set up and running and the seller has told me the live rock is dry and has been for a 'couple' of weeks. Now I would have thought that if the rock has dried out it would no longer be 'live'??

If it has dried out it is base rock and will not initially aid in filtration, though can be re-seeded by "real" live rock at another time.
