does ich rot tails?

Today I suddenly notice that something was wrong with my penguin tetras. I originally thought it was ich, but now I am doubting myself. They look like they have white spots on them, but the longer I look, the more it looks fuzzy instead of grainy. Now I have noticed that 2 of them are missing most of their tails. They have refused food today and are not very active. My water is great, ammonia 0, nitrites 0, nitrates 15. The tank is overstocked a little because of a breeder net with 7 - 3 week old fry. I tried to take pics for you, but the "stuff" doesn't show up on them. I need opinions...is this ich or some kind of fungus??

So far I have turned up the heat and added one dose of malechite green.
Any suggestions?

Does this white stuff look cottony and puffy, or stringy?

It looks like salt on the body, and dandruff in the fins and tails.

it sounds to me like you have ich and finrot.
use a ich treatment and use melafix for the finrot.
