Im getting some ADFs and im looking for a way to make and inexpensive "docking station" or platform for the frogs to rest on out of the water.
I can get hold of some aquarium safe sealent/silicone.

I dont want to permanently stick it to the side of the tank.

Personally I don't think you really should have / need a docking station, ADF's are aquatic, they dry out very quickly and this kills them. Of course if you really do want this, look into turtle docks? Mostly they have suction cups I think and rise / lower with the water level.

I dont know it you should or shouldn't (I know nothing about keeping ADF's).

You could get some smaller square of acrylic and super glue them to mag floats (would probably need to glue in a few "brace" bits as well). You can then move and remove them at will (without having to put your hand in the tank).
