Do I Need A New Heater?

i just got my second hand tank and im not sure about the heater, it seems to have a bit of water and rust inside it, ive tried it and it heats up, im happy to buy a new one if i need one, so any recommendations? not to expensive tho and its for a 90L

I would buy a new one, if it's got water and rust inside. You'll need a 100W one.

While it may be okay, when heaters fail they tend to fail spectacularly. Not worth the risk.
