Do I Need A Circuit Breaker?

A good indication that you have an electrical fault would be that your circuit breaker would have tripped and all your fish would be belly up in your tank.

Also 30volts is 20volts below touch voltage which is 50volts, you wouldn't even be aware its there, besides which as already stated amps kill not voltage.

All in all I think you will be fine, but for piece of mind you could get a socket outlet with rcd protection fitted for use with your aquarium and push the test button quartly to make sure its working.
also have all of the electrical fish tank equipment PAT tested and don't buy anything off eBay that's a cheap import from china.
 
A true story regarding R.C.D,couple of weeks ago I was under the house putting in new stumps to take the weight of the new aquarium,just using a table lamp for light, the baynot ( I think it is called) broke on the actual globe,thinking the globe had come loose, I ( foolishly) stuck my hand in to the screw the globe back in,no globe,just what was left of the baynot,thankfully my R.C.D that I had connected to the power point had tripped,had I not had it in place more than likely I would not be here now.

I still use the R.C.D but I now use an industrial fluro light.

We become very complacent with what we do in regards to everyday things,sometimes taking five minutes to think of "what if" and looking at the bigger picture,may well mean the difference between standing upright the next day or being horizontal in a pine box.
